In a pot on medium heat, add Butter, allow to melt. Simmer Butter for 3 minutes, (until frothing slows). Add Nutmeg, Salt, Garlic, and Pepper, mix well. Add Flour, sauté for 3 minutes. Add Honey stir until well incorporated. Remove from heat.
Microwave Carrots covered on high for 5 minutes, mix then microwave 3 minutes more.
Drain Water from Carrots. Add Sauce to Carrots, mix well.
