In a fry pan on medium high heat, add Olive Oil, allow to get hot. Add Onion, and Celery, lightly season with Salt, Pepper, and Garlic Plus. Sauté for 4 minutes. Add in Bacon, sauté for 5 minutes. Add Garlic, sauté for 30 seconds. Deglaze with Wine, allow to cool.
Combine Mayonnaise, Sour Cream, Horseradish, Dill, Salt, Pepper, Paprika, Vinegar and Sriracha in a small bowl.
Fold in mixture with Potatoes, Radishes, and Bacon.
