Add Red Pepper, lightly season with Salt, Pepper, and Garlic Plus, sauté for 5 minutes. Add Celery, and Chili to skillet, lightly season with Salt, Pepper, and Garlic Plus, sauté for 5 minutes. Remove from heat, allow to cool.
To the bowl, add Salt, Pepper, Mayonnaise, Mustard, Horseradish, and Radish, mix well.
Add Bacon, Onion, Scallions, Garlic, and Dill. Mix well.
Add Potatoes to sauce, mix well. Let sit for several hours.
