In a pot on medium high heat add Oil, allow to get hot. Add Onions, lightly season with Salt, Pepper, and Garlic Plus, sauté for 6 minutes. Add Celery, sauté for 2 minutes. Add Red Pepper, sauté for 3 minutes. Add Carrot, lightly season with Salt, Pepper, and Garlic Plus, sauté for 4 minutes.
Add in Ground Beef, lightly season with Salt, Pepper, and Garlic Plus, sauté for 16 minutes. Reduce heat to medium, make a well in centre of pot, add Tomato Paste, sauté for 2 minutes. Mix well. Make well in centre of pot, add in Garlic, sauté for 30 seconds. Deglaze pot with Wine, allow Wine to mostly reduce.
Add in Sriracha, Salt, Pepper, Taco Seasoning, and Mustard, mix well. Add in Tomatoes, and Stock, cover pot, bring to a simmer, reduce heat to low. Simmer for 30 minutes. Add in Macaroni, bring back to a simmer. Simmer on low heat for 10 minutes.
Add in Sour Cream, mix well, then add in Cheese.
