Add Onion, Chili, and Celery, lightly season with Salt, Pepper, and Garlic Plus, sauté for 7 minutes. Add Carrot, and Red Pepper, sauté for 5 minutes, (until moisture is reduced).
Stir in the Oregano, Nutmeg, Salt, and Pepper.
Add in the Ground Beef, sauté for 8 minutes, (until browned), breaking it up as you go.
Reduce heat to medium, make a well in centre of pot, add in Garlic, sauté for 30 seconds.
Deglaze with Wine, allow Wine to mostly reduce. Add in the Tomatoes, Stock, and Worcestershire Sauce.
Bring to a simmer, cover, reduce heat to low. Simmer for 1 hour.
Add Pasta, and Milk, cover, simmer for 15 minutes.
Remove from heat, add in Romano Cheese.
