In a sauce pan on medium high heat, add Oil, allow to get hot. Add Onions, and Red Finger Chili, lightly season with Salt, Pepper, and Garlic Plus. Saute 8 minutes. Add Red Pepper, lightly season with Salt, Pepper, and Garlic Plus. Saute 5 minutes. Add Carrot, saute for 5 minutes.
Add Beef, Pork, Salt, Pepper, Italian Seasoning, Dundicut Chili, Bay Leaves, and Paprika. Saute for 15 minutes, while breaking up Meat.
Make a well in centre of the pan, add Garlic, saute for 30 seconds. Deglaze pan with Wine, allow Wine to mostly reduce.
Transfer Meat to a pot on medium high heat. Add in Chicken Stock, Marinara Sauce, Tomatoes, and Soy Sauce. Bring to a simmer, reduce heat to low. Simmer covered for 40 minutes.
Increase heat to medium high, bring to a boil. Add Macaroni, bring back to a boil, then reduce heat to medium. Boil Macaroni, covered for 12 minutes, (until Macaroni is tender).
Remove from heat, add Cheese, mix in allow to melt. Let sit for 10 minutes.
Serve.
