In a sauce pan on medium high heat, add Oil, allow to get hot. Add Meat, lightly season with Salt, Pepper, and Garlic Plus. Sauté Meat for 3 minutes, (until browned), turn sauté for 3 minutes more. Add Onions, Chili, and Green Pepper, lightly season with Salt Pepper, and Garlic Plus. Sauté for 10 minutes.
Reduce heat to medium, make a well in centre of pan, add a little Oil if required. Add Garlic, sauté for 30 seconds. Deglaze pan with Wine, allow Wine to mostly reduce.
Add Meat, Onions, Chicken Stock, and Tomatoes to Pressure Cooker. Mix well.
Pressure Cook for 35 minutes. Add in Lentil Beans. Heat for 5 minutes.
