In a sauce pan, on medium high heat, add Oil, allow to get hot. Add Ground Beef, lightly season with Salt, Pepper, and Garlic Plus. Sauté for 15 minutes, (until Beef is browned), while breaking up Beef. Remove Beef, leaving Oil behind. Add Onions, and Chili, sauté for 8 minutes. Add Red Peppers, lightly season with Salt, Pepper, and Garlic Plus, sauté for 5 minutes.
Reduce heat to medium, make a well in centre of pan, add Pepper, Cumin, Oregano, and Bay Leaves. Toast spices for 1 minute, while stirring Spices. Mix Spices into the Vegetables.
Make a well in centre of pan, add a little Oil if required, add Garlic. Sauté Garlic for 30 seconds, mix into Vegetables. Deglaze pan with Wine. Add Salt, mix well. Add Beef back in.
Add Tomatoes, and Vinegar, mix well. Bring to a simmer, reduce heat to low, cover, simmer for 30 minutes. Add Potatoesand Raisens, bring back to a simmer. Cover, simmer for 30 minutes more.
Remove from heat, add Cornstarch, mix well.
