Cover Beef with Water. Add Garlic, Onion, Bay Leaves, and Chili.
Pressure cook for 45 min.
Remove Bay Leaves. Remove Beef then pull Beef apart.
Add 500 ml of liquid used to cook Beef to a blender. Add cooked Garlic, Onion, and Chili to blender.
Blend Vegetables, then strain into fry pan on medium high heat.
Add Beef to fry pan, simmer for 5 min.
Roux:
- Melt Butter in fry pan on medium heat. Add Paprika, mix in, then slowly add Flour while mixing. Saute for 4 min.
Mix Roux into Beef mixture.
