Add Onion, and Chili, lightly season with Salt, Pepper, and Garlic Plus. Saute for 5 minutes. Add Fennel, lightly season with Salt, Pepper, and Garlic Plus. Saute for 5 minutes.
Add Prosciutto, saute for 3 minutes. Add Sausage, saute for 10 minutes, (until browned).
Reduce heat to medium. Make a well in centre of pan, add Garlic, saute for 30 seconds. Deglaze pan with Wine, allow Wine to mostly reduce.
Add Cream, bring to a simmer. Simmer Cream for 5 minutes.
Add reserved Pasta Water, to Sauce. Add Romano Cheese, mix well. Add Rigatoni to Pasta, simmer for 2 minutes.
Roux:
- In a skillet on medium heat, add Butter, allow to melt. Saute Butter for 3 minutes, (until frothing slows). Add Flour, saute 3 minutes, stirring continuously.
Add Roux to Sauce, mix well.
Serve
