In a fry pan on medium high heat, add Oil, allow to get hot. Add Onion, and Chili, lightly season with Salt, Pepper, and Garlic Plus. Saute for 6 minutes. Add Prosciutto, saute for 5 minutes, (until it just begins to crisp up). Reduce heat to medium, add Garlic, saute for 30 seconds. Deglaze pan with Vodka, allow Vodka to mostly reduce.
Add Tomatoes, bring to a simmer. Simmer uncovered for 40 minutes, (until it reduces and becomes very thick). Add Basil, and Cream. Bring Sauce back to a simmer, then simmer for a 5 minutes to thicken. Add 125 ml of Pasta Water, mix well. Add the Penne, heat while mixing for 2 minutes. Add in Parmesan, and Butter, allow to melt. Mix well.
Serve.
