Reduce heat to medium, add Butter, Olive Oil, allow to get hot. Add Garlic, saute for 30 seconds. Add Pasta Water, White Wine, and Chicken Stock. Add Red Pepper Flakes, Basil, Salt. Simmer uncovered for 10 minutes. to reduce liquids.
Remove from heat, add Cheese, mix well, then add Corn Starch to thicken remaining liquid.
Add in Spaghetti, Cauliflower, mix well.
