In a sauce pan on medium heat, add Oil, allow to get hot. Add Onions, and Chili, sauté for 10 minutes, (until Onions turn golden brown). Add Bay Leaves, Cumin, Pepper, Garam Masala, and Coriander, sauté for 30 seconds. Mix well. Add Ginger, and Garlic sauté for 30 seconds.
Add Turmeric, mix well.
Add Tomatoes, bring to a simmer, simmer covered for 30 minutes. Add Cabbage, and Salt, bring back to a simmer, cover, and simmer covered for 30 minutes. Add Peas, simmer uncovered for 15 minutes.
