Place Potatoes, Onion, Chili, and Fennel in a food processor, chop until finely chopped. Move Potatoes, and juices to a blender, blend until smooth.
Move Potato mixture to a bowl. Add Eggs, Salt, Pepper, Flour, and Baking Powder, beat until smooth.
In a sauce pan on medium heat, add a liberal amount of Oil, allow to get hot.
Scoop out 60 ml portions of the Potato mixture, flatten until a 0.5 cm thick Patty. Add Patties sauce pan fry 3 minutes per side, (until crispy).
Serve with Sour Cream
