In a Dutch Oven over medium heat, add Oil, allow to get hot. Add Sausage, sauté for 7 minutes. Remove Sausage, leaving the Oil, set aside. Add Onions, and Chili into Dutch Oven lightly season with Salt, Pepper, and Garlic Plus. sauté for 5 minutes. Add Carrot, sauté for 5 minutes. Add Scallions, sauté for 3 minutes. Make a well in centre of Dutch Oven, add 5 ml Sunflower Oil, then add Garlic, sauté 30 seconds. Add Paprika, mix well. Deglaze with Wine.
Add in Chicken Stock, Salt, Pepper, and Bay Leaves. Increase heat to high and bring to a simmer, stirring occasionally. Stir in Cabbage, bring back to simmer, reduce heat to low, simmer covered for 30 minutes. Add in Potatoes, simmer covered for 30 minutes. Add sausage and vinegar, and simmer for 10 minutes.
