In a sauce pan on medium high heat, add Oil, allow to get hot. Add Onion, lightly season with Salt, Pepper, and Garlic Plus, saute for 5 minutes. Add Garlic saute for 30 seconds.
Reduce heat to medium, add Peas, mix well. Cover pan, heat for 5 minutes, (until the peas are hot and have started to soften).
Remove the lid, simmer until most of the liquid evaporates, stirring occasionally.
Reduce heat to medium low, add Flour, mix well. Saute for 2 minutes, stirring continuously.
Add 1/3rd of the Milk, mix well, bring Milk to a simmer. Simmer for 2 minutes.
Add second 1/3rd of the Milk, mix well, bring back to a simmer.
Add Salt, Splenda, and Pepper, mix well. Add the rest of the milk, mix well. Bring back to a simmer, simmer for 5 minutes, stirring occasionally.
