In a bowl whisk together Flour, Salt, Nutmeg, Cinnamon, and Baking Powder, then set aside.
In a mixer bowl add Butter, mix on medium low speed for 1 minute. Add Splenda, mix on medium low speed for 4 minutes.
Add Wet ingredients the bowl with Butter. Mix for 3 minutes.
Set mixer, to low speed, slowly add Dry ingredients, mix until fully combined.
Add in Oats and Chocolate Chips. Keep mixing until evenly distributed.
Use a #40 cookie scoop divide into cookies.
Bake for 13 min. until lightly browned.
